POWERS: Pixies have an inherent ability to get into anything and everything, virtually undetected. Even the lesser fae can use magic, to a certain degree, but they're also very good at practical jokes and pranking.
HANDICAPS: Small size--not a lot of weight to throw around. Short memory/attention span, heightened emotions, sometimes behaves childishly. Allergic to metals.
APPEARANCE: Nearly 2 feet tall, Toot appears as an athletic youth with tousled, purple-ish hair and silver dragonfly wings, surrounded by a nimbus of purple-silver light. He is quite possibly the largest dewdrop fairy known to his kind.
PHYSICAL QUIRKS: He sparkles.
SPECIAL ABILITIES: He is quite a swordsman, wielding box cutters (the plastic casing protects him from being burned by the metal), and letter openers with the pommels wrapped in electrical tape.
RELATIVES: Probably more than he can count.
OCCUPATION: Harry's backup.
EDUCATION: Street smarts.
TELL US SOMETHING WE DON'T KNOW: Hello. My name is Toot Toot Minimus. You microwaved my cousin. Prepare to die.
HISTORY: When we first meet Toot Toot through Harry's eyes, in Storm Front, the little dewdrop fairy is a mere six inches of glittering, magenta melodrama; lured into a magic circle by the promise of a free meal, and trapped there by Harry's will. In exchange for his freedom, and more food, Toot Tood agreed to become something of a temporary informant--and though he likely offered the same services to anyone else who was willing pay him in food, more often than not, Harry is the highest bidder. Born a wyldfae (neutral), Toot Toot now considers himself to be a member of the Unseelie (Winter) Court, due to his allegiance to Harry Dresden (and Harry's unholy alliance with the Queen of Air and Darkness).
Most vanilla mortals have no idea that lesser fae like Toot even exist, but as any wizard can tell you, they are everywhere, and where they are not, they can easily get to. Harry often hired Toot and his clan of lesser fae to gather intelligence, or to foil the workings of villains' vehicles, paying them in pizza and donuts--and in return, Toot Toot and company began defending Harry's apartment from rodents, insects, and other pest invaders. Over time, their relationship developed into one of mutual respect--and perhaps even friendship, though Toot still maintains a mercenary attitude toward the provision of pizza for himself and his followers. He also watches over the brownies who clean Harry's house (shh, you're not supposed to talk about them, or they'll go away), protecting them from Harry's large, and rather territorial house-cat, whom they call "The Dread Beast, Mister."
The more brave and cunning he became, the more followers he gathered; and the more power he accumulated. The more power he accumulated, the larger he grew, and by Small Favor, he had doubled in stature, taking on bigger and bigger assignments for the promise of more pizza--but he also began to develop a stronger sense of loyalty and justice. By the novel Turn Coat, Toot had amassed quite an army under the "'Za Lord," and even stands up against the Skinwalker, in Harry's defense, and by Changes, Toot is described as being "the size of a hunting falcon" and nearly fifteen full inches tall. When Harry agreed to become Queen Mab's winter knight, Toot and his clan painted their faces blue, showing that their loyalty went wherever Harry did.
PERSONALITY: Toot Toot is intelligent, cunning, and capricious--though not maliciously so. He often acts as if he is innocent of danger, and tends to behave very childishly even while being serious (writing things like "pizza or death" on his box knife, and imitating Gunnery Sergeant Hartman from Full Metal Jacket). Like most pixies, he has a higher emotional state due to his size, and can be extremely melodramatic. He watches a great deal of events concerning mortals as entertainment, making jokes about things that most people would consider inappropriate, and is also easily bored.
Like all little folk, he does have a relatively short memory (needing brief, concise sets of instructions to follow, rather than long, detailed lists), but he is exceptionally ambitious, and persevering--when given the right incentive. He has an unholy love of pizza which borders upon manic obsession, and thus treats Harry Dresden (who provides pizza for Toot and his fellows) with near god-like reverence, hailing him as "The Pizza Lord." Toot is very loyal to Harry, to the point where he will take on beings several times Harry's size in order to protect the man. It has often been pointed out that he emulates Harry himself in this aspect.
He is also very protective of the all smaller fae in Chicago, to whom he acts as something of a leader and mentor. To the fae, belief and followers equal power, and if Toot continues to recruit more members into the "Za Lord's Army," he stands to become an unattached Faerie with quite a lot of power.

WRITING SAMPLE TWO: Toot Toot wasn't sure the threshold rule applied to lesser fae--the wee folk could get into almost anything--but because it was Murphy, and because of her relationship with the 'Za Lord, he respected that invisible boundary until she expressly asked him in.
Once he had permission, he darted over to the table and perched on the back of a dining chair, greedily eying the pizza boxes on the table. He tended to have very little discretion when it came to his stomach, but he had a vague recollection that he had been tricked with food before.
"I found those things that you were missing!" he announced, "You know. The ones with the pink ribbons? They were in the back of your car. I wonder how they got there? Can I have some pizza now?"
